The Government Technical Advisory Centre (GTAC) has announced a senior leadership vacancy for the position of Director: Knowledge Management, Governance & Communication. This role presents an opportunity for experienced professionals to contribute to strengthening governance systems and institutional performance within South Africa’s public sector.

GTAC operates under the National Treasury of South Africa and plays an important role in providing technical advisory services that support effective government programmes and policy implementation.

Minimum Qualifications and Experience

Applicants must meet the following criteria:

  • A Bachelor’s Degree (NQF Level 7) in one of the following fields:

    • Public Administration

    • Business Management

    • Law

    • Economics

    • Development Studies

    • Or a related discipline

  • Minimum 10 years of relevant professional experience

  • At least 5 years in middle or senior management, preferably within the public sector

  • Demonstrated knowledge of public sector governance frameworks and compliance systems

  • Understanding of the Public Finance Management Act and Treasury regulations

Required Skills and Competencies

The role requires a strategic leader capable of managing governance, institutional coordination, and knowledge management functions. Key competencies include:

  • Strategic planning and organisational leadership

  • Policy development and legislative interpretation

  • Systems thinking and institutional coordination

  • Financial management and resource oversight

  • Project management and performance monitoring

  • Stakeholder engagement and executive communication

Key Responsibilities

Strategic Planning and Compliance

  • Oversee strategic and operational planning processes

  • Ensure compliance with legislative and governance frameworks

  • Coordinate submissions and reports to oversight structures

Knowledge Management and Institutional Development

  • Lead research programmes and knowledge-sharing initiatives

  • Coordinate training workshops, seminars, and institutional capacity-building programmes

Communication and Information Management

  • Develop and manage GTAC communication strategies

  • Coordinate media engagement and information requests

  • Prepare executive briefings and decision-support documentation

Governance and Institutional Coordination

  • Support governance structures including EXCO and MANCO

  • Coordinate strategic reporting between GTAC and the National Treasury

  • Contribute to risk management and institutional planning frameworks

Additional Requirements

Shortlisted candidates will undergo:

  • Security clearance and personnel suitability checks

  • Practical and integrity assessments

  • Panel interviews

Candidates appointed to senior management positions must complete the SMS Pre-entry Programme offered by the National School of Government before appointment.
