Vacancy – Department of Defence (Closing 20 March 2026)

The Department of Defence invites qualified and experienced professionals to apply for the position of Deputy Director: Evaluations within the Chief Directorate: Transformation Management. This position is based in Pretoria and offers a competitive Level 11 senior management salary package.

The successful candidate will support the department’s transformation objectives by conducting programme evaluations, leading research initiatives, and providing evidence-based recommendations to inform strategic decision-making.

The role focuses on evaluating transformation programmes and producing analytical insights to improve policies and programme outcomes within the Department of Defence.


Minimum Requirements

Applicants must meet the following requirements:

  • Grade 12 (NQF Level 4) or equivalent qualification

  • National Diploma or Bachelor’s Degree in one of the following fields:

    • Social Sciences

    • Public Administration

    • Human Resource Management

  • Qualification must include Research Methodology at NQF Level 6

  • Minimum 3 years’ experience at junior management level

  • Demonstrated experience in:

    • Report writing

    • Designing and implementing evaluation frameworks

    • Research methods and statistical analysis

    • Transformation and equity principles


Key Skills and Competencies

Ideal candidates should demonstrate:

  • Strong analytical and data interpretation abilities

  • Ability to communicate complex findings to diverse stakeholders

  • Experience providing strategic advice and recommendations

  • Advanced research and evaluation capabilities

  • Leadership skills to manage and mentor evaluation staff


Main Responsibilities

Programme Evaluation

  • Coordinate and manage evaluations of transformation programmes.

  • Assess programme effectiveness, outcomes, and overall impact.

Research and Policy Support

  • Lead research initiatives related to transformation and organisational change.

  • Provide evidence-based recommendations to support policy development.

Data Collection and Analysis

  • Develop and review evaluation tools including:

    • Surveys

    • Questionnaires

    • Assessment frameworks

Reporting and Communication

  • Produce structured reports and presentations based on research findings.

  • Support leadership with data-driven insights for decision-making.

HR Transformation Monitoring

  • Monitor HR policies and practices to ensure alignment with equity and transformation objectives.

Team Leadership

  • Supervise and mentor evaluation and research personnel.

  • Ensure the delivery of high-quality analytical outputs.
