Vacancy: Assistant Director – Finance (Conditional Grant)

The KwaZulu-Natal Department of Health invites suitably qualified and experienced candidates to apply for the position of Assistant Director: Finance (Conditional Grant) based at the King Cetshwayo District Office, Empangeni.

This post is aimed at finance professionals with sound public sector financial management experience, particularly within conditional grants.

Salary and Benefits

The successful candidate will receive an annual salary ranging from R468 459 to R551 823, plus the following benefits:

  • 13th cheque

  • Medical aid (optional, subject to eligibility)

  • Housing allowance (subject to eligibility)

Minimum Requirements

  • Matric Certificate / Grade 12

  • Bachelor’s Degree or National Diploma in Financial Management, Accounting, Cost and Management Accounting, or an equivalent qualification with majors in Accounting, Economics, or Financial Management

  • 3–5 years’ supervisory experience in public service financial administration

  • Proven experience in accounts payable, revenue, voucher control, budgeting, and expenditure reporting

  • Valid driver’s licence

  • Conditional grant financial management experience (at least one year) will be an added advantage

Knowledge and Competencies

  • Sound knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, and related financial prescripts

  • Understanding of budgeting processes and the BAS system

  • Proficiency in MS Office, particularly Excel and PowerPoint

  • Working knowledge of PERSAL, BAS, and Vulindlela

  • Strong analytical, planning, communication, and presentation skills

  • Ability to work independently and perform under pressure

Key Responsibilities

  • Prepare and consolidate conditional grant business plans for HIV and AIDS programmes

  • Monitor and evaluate conditional grant expenditure against approved budgets

  • Analyse expenditure trends and compile monthly financial and variance reports

  • Provide financial technical support to health facilities within the district

  • Ensure compliance with grant prescripts and maintain proper document control for audit purposes

  • Liaise with programme managers, finance managers, HR, pharmacy managers, and facility heads

  • Ensure correct allocation of ARV medicines and related commodities

  • Perform reconciliations, journal reviews, and other finance-related duties
