The Government Technical Advisory Centre (GTAC), a division of the National Treasury, invites applications for the position of Deputy Director: Infrastructure Finance. This senior-level role offers an opportunity to contribute to South Africa’s infrastructure development agenda, with a strong focus on Public-Private Partnerships (PPPs).

Position Details

  • Location: Pretoria
  • Employment Type: Permanent
  • Salary Package: R1,059,105 – R1,247,574 per annum (all-inclusive)

Role Purpose

The successful candidate will lead financial and technical analysis within infrastructure finance projects, supporting policy development and ensuring the effective implementation of PPP initiatives.

Key Responsibilities

  • Perform financial analysis and evaluation of PPP projects
  • Assess feasibility studies, financial models, and associated risks
  • Ensure compliance with affordability and value-for-money principles
  • Participate in negotiations with private sector stakeholders
  • Contribute to PPP policy and regulatory framework development
  • Provide advisory support to government institutions
  • Manage project funding mechanisms in line with PFMA requirements
  • Build institutional capacity and support skills development
  • Engage with development finance institutions and key stakeholders

Minimum Requirements

  • Bachelor’s Degree or Advanced Diploma (NQF Level 7) in Finance, Economics, Project Management, or related field
  • 5–6 years’ experience in financial analysis and project management
  • 3–5 years’ experience in a management role

Knowledge & Skills

  • Financial modelling and market analysis
  • Public finance systems and administration
  • Econometrics and statistical analysis
  • Strong leadership, communication, and negotiation skills
  • Policy development and regulatory understanding
