Department of Land Reform and Rural Development Invites Applications for Risk Committee Leadership Roles
The Department of Land Reform and Rural Development (DLRRD) invites applications from suitably qualified and experienced professionals to serve on its Risk Management Committee. The Department seeks to appoint:

These positions are offered on a three-year contractual basis and are based in Pretoria, Gauteng.
The appointments aim to enhance governance, strengthen risk management systems, and ensure compliance with applicable legislation and recognised best practice frameworks.

Term: Three years
Remuneration: Hourly tariff as determined by the Auditor-General of South Africa in accordance with Treasury Regulation 20.2.3

Minimum Requirements
Applicants must possess a postgraduate qualification (NQF Level 8) in one of the following fields:

The successful candidate must be an independent external Chairperson with extensive knowledge of public sector governance frameworks, including:

Committee of Sponsoring Organizations of the Treadway Commission (COSO)

Public Sector Risk Management Framework
Prior service on a Risk Management or Audit Committee is mandatory. Applicants must demonstrate expertise in strategic planning, financial management, compliance, internal controls, anti-fraud and corruption strategies, business continuity management, and ethics governance.
Membership with a recognised professional body (preferably in risk management) and certification as a Risk Management Practitioner/Professional are required.
Key Responsibilities
The Chairperson will:

Provide oversight of risk management frameworks, policies, and strategies

Guide integration of risk management into departmental planning and reporting

Review and approve internal audit plans
-
Advise on risk appetite and anti-fraud strategies
-
Ensure legislative and governance compliance
-
Lead quarterly committee meetings
-
Report to the Accounting Officer and Executive Authority
-
Promote ethical leadership and manage conflicts of interest

Specialist Expertise Areas
The Department seeks expertise in:

Rural Development: Land reform policy, agronomy frameworks, rural development programming, international trade and investment.

ICT: Digital governance, ICT policy, spectrum governance, and e-rural development strategies.

Law: Admitted attorneys with experience in land reform, tenure legislation, rural development law, and corporate governance advisory.
Core Responsibilities
Members will:

Support compliance with the Public Finance Management Act and Treasury Regulations

Strengthen financial, governance, and internal control systems

Monitor legislative and ethical compliance

Evaluate risk management effectiveness

Attend at least four committee meetings annually
